SIOUX CITY—Gov. Terry Branstad is launching a three-week tour of the state to pump up support for his package of tax cuts and eased business regulation he says will create jobs. As the governor began that tour Monday, a House committee got its first look at a proposal by Branstad to overhaul the Department of Economic Development. Agency director Debi Durham of Sioux City says the state needs to be more proactive in shaping business assistance. Some portions of Branstad’s plan are already in trouble in the Legislature. Key lawmakers in both parties say they will reject Branstad’s plan to increase taxes on casinos by $190 million. Branstad says casinos can afford the additional taxes because their business is booming.
